沈阳市政府大力推进“产业转型技术技能人才双元制培育改革试点城市”建设，沈阳中德学院于2017年11月28日正式挂牌成立，是沈阳职业技术学院二级学院，与德资企业合作培养高素质技术技能型人才。

  Shenyang Sino-German Institute is formally established on November 28, 2017, is the affiliated institute of Shenyang Polytechnic College,and is strongly supported by the people’s Government of Shenyang. In order to improve the construction of pilot cities of dual vocational education, it is also encouraged by the government to cooperate with more German-funded enterprises to cultivate high-qualified skills for industrial transformation.

  沈阳中德学院以“工厂化办学、双元制教学”为核心，以满足“中国制造2025”与“德国工业4.0”对接的技术技能人才需求为突破口，借鉴德国双元制人才培养模式，建成产教深度融合，工学紧密结合，校企密切合作，充满生机活力的全新型职业学院，致力于打造全国职业教育中德合作的第一品牌。
